MOSCOW. July 16 (Interfax) - Russian university graduates should not be restricted in their right to work for foreign companies or go abroad, Russian Prime Minister Vladimir Putin said.
"As head of the government, I dislike the fact that some (graduates) are leaving Russia, nevertheless, I believe it is wrong to restrict our people in their rights," Putin said at a meeting with senior members of the Federation Council in Moscow on Wednesday.
Responding to Federation Council Speaker Sergei Mironov's criticism of the Bologna process and his proposal to introduce special measures to make Russian university graduates stay and work in Russia, Putin said: "We have conceptual differences with you."
The fact that some Russian young people go abroad has a positive side to it, he said.
"Our education systems are therefore showing their competitiveness," Putin said.
"You think that by getting European-standard diplomas our people are encouraged to look for jobs in foreign companies or abroad. We should act not through restrictions but through creating the optimal conditions for young people to work here, that is by increasing salaries and providing housing opportunities," the prime minister said.

A test used by business schools to help choose students is at the centre of a controversy
IT WOULD make great material for a business ethics course. In late June ScoreTop.com, a website that helped users prepare for the Graduate Management Admission Test (GMAT), was shut down following allegations that it had published questions being used in current GMAT exam papers. The Graduate Management Admissions Council (GMAC), the business-school body that created the test, intimated that test-takers’ scores might be cancelled if they had abused access to “live” questions (though the council later said it was concentrating on users who may have posted the offending material)...

International MBA students from IE Business School, in Madrid, will spend the summer mentoring 22 African women as part of a scheme to promote entrepreneurship on the continent.
The women, from Liberia, South Africa, Mozambique, Senegal, Rwanda and the Democratic Republic of the Congo, were selected earlier this year to take part in the scheme which is supported by FAS (Femmes Africa Solidarite) and the Spanish Government as well as the Centre for Global Diversity in Management and the Department of Entrepreneurial Management at IE Business School.
This week the women will receive management training on the IE campus in Spain and then over the summer the selected MBA students will visit them for two to four weeks in their respective countries to assist them personally with their businesses and help them develop a business plan. Once the students have returned to Spain they will continue the consulting process by email.
As well as receiving advice from the MBA students, the 22 women will each be matched to a female mentor in their own country, who will provide advice and support.

1. MIT OpenCourseWare - Sloan School of Management (mit.edu)
MIT OpenCourseWare might be the next best thing to getting an MIT education for free. Through this free online publication you can find downloadable business courses at both undergraduate and graduate levels offered by MIT's Sloan School of Management. The curriculum includes lecture notes, videos, labs demonstrations and more. Registration is free and more than 50 courses are available.
The Small Business Administration has one of the best selections of business courses on the web. Topics include everything from starting a business and business management to government contracting and international trade. Most courses take only 30 minutes to complete.
Free Management Library's Free Nonprofit Micro-eMBA(SM) Program is a great resource for students wishing to learn more about nonprofit management. Completion of this program will not result in an MBA degree, but enrollment is free. The amount of time it takes to complete the program will depend on how fast you learn, but you may expect to spend at least 200 hours on coursework.

More than 1,000 prospective MBA students who paid $30 to use a now-defunct Web site to get a sneak peak at live questions from the Graduate Management Admissions Test (GMAT) before taking the exam may have their scores canceled in coming weeks. For many, their B-school dreams may be effectively over.
On June 20, the U.S. District Court for the Eastern District of Virginia granted the test's publisher, the Graduate Management Admission Council (GMAC), a $2.3 million judgment against the operator of the site, Scoretop.com. GMAC has seized the site's domain name and shut down the site, and is analyzing a hard drive containing payment information.
GMAC said any students found to have used the Scoretop site will have their test scores canceled, the schools that received them will be notified, and the student will not be permitted to take the test again. Since most top B-schools require the GMAT, the students will have little chance of enrolling. "This is illegal," said Judy Phair, GMAC's vice-president for communications. "We have a hard drive, and we're going to be analyzing it. If you used the site and paid your $30 to cheat, your scores will be canceled. They're in big trouble...

The Tier 1 HSMP Highly Skilled Visa replaces the previous Highly Skilled Migrant Programme (HSMP) and allows working in the UK for an initial period of 3 years without needing a job offer.
To qualify for the Tier 1 HSMP Highly Skilled Visa you must meet the following criteria:
All time spent in the UK under Tier 1 HSMP Highly Skilled Visa status counts towards Permanent Residence. After the initial 3-year period you would be expected to apply for a 2-year extension to your Tier 1 HSMP Visa, after which you will be able to apply for Permament Residence.

A prominent education professor at Harvard has begun leading “reflection” seminars at three highly selective colleges, which he hopes will push undergraduates to think more deeply about the connection between their educations and aspirations.
The professor, Howard Gardner, hopes the seminars will encourage more students to consider public service and other careers beyond the consulting and financial jobs that he says are almost the automatic next step for so many graduates of top colleges.
